Fronteggiare il nemico in arene competitive turbolente: l’importanza della fiducia e delle capacità dinamiche nelle alleanze strategiche

L’importanza delle alleanze è un tema ampiamente dibattuto in molti ambiti scientifici ed i benefici delle partnership, e non solo di quelle di tipo economico, sono ampiamente noti. Quest’articolo intende porre l’attenzione sulle alleanze strategiche e, tra queste, su quel tipo peculiare di alleanza che non viene creata tanto per massimizzare i vantaggi, quanto per minimizzare i possibili danni. È questo il caso di due o più aziende che si alleano per competere più efficacemente con il leader di mercato in un dato settore industriale ma è anche di due o più Stati che uniscono le proprie forze per fronteggiare un nemico comune, per combattere, ad esempio, la minaccia terroristica. Per fronteggiare l’imponderabilità delle sfide strategiche ed operative tipiche degli scenari iperconflittuali attuali e futuri, per i governi dei Paesi è peraltro necessaria l’acquisizione di alcune capacità, come la tempestività, la flessibilità, il pensiero creativo, le stesse che contraddistinguono le aziende che si muovono con successo in contesti ipercompetitivi ed imprevedibili. Data la pressoché totale impossibilità ad operare isolatamente e la conseguente tendenza ad allearsi per affrontare sfide imponenti al meglio, per i partner uniti nell’affrontare un avversario in arene competitive ardue e turbolenti, elementi come la complementarità e la sinergia, la condivisione e la fiducia, vengono ad assumere  un ruolo decisivo.

Il focus dell’articolo è posto proprio sulla fiducia, principio cardine di ogni alleanza, nonché sulle cosiddette “capacità dinamiche”, ed è finalizzato a mostrarne l’importanza in ambito politico, tanto quanto in quello economico-aziendale.

The enhancement of cultural heritage in Europe

A modern invention of Western culture, the notion of patrimony is paradoxical and ambiguous, its meaning is the result of a long historical evolution. From 1800 we witness a real transformation of the concept of heritage. We move from the family to the nation and the heritage becomes an element that contributes to the creation of the national identity, as a bearer of a great value of memory. The concept of heritage is the result of a historical evolution that has led to a unitary and comparable notion of cultural heritage in France and Italy. Both in France and in Italy, protection is manifested through a regulatory activity with a conservative aim and the assets to be protected are selected and the public authority supervises them. A clear difference is found in the methods for selecting the goods of the two models. In the Italian model, all assets that are fully included in the legislative definition are automatically protected.

In the French model according to which the subjection of property to protection, even if it is fully entitled to the definition of the law, must be preceded by a decree. The same French system is applied in Italy for privately owned assets. The two national protection systems emerging from the analysis are strongly characterized in a conservative sense. The instruments used are partially different, and the differences in some cases are not insignificant, but the protectionist/conservationist approach completely permeates the horizon of reality in both systems. France, compared to Italy, is a real example of decentralization in which local communities and associations administer and manage freely, while the State coordinates methods, conservation and rigor of the rules.

La Regione Campania, in linea con le ultime esperienze nazionali ed europee, ha deciso di perseguire strategie di rinnovamento e riconversione in aree urbane al fine di individuare tutte le azioni necessarie a garantire:  – la difesa di un prezioso patrimonio ambientale ed ecosistemi di interesse regionale; – lo sviluppo delle aree agricole urbane; – il restauro del patrimonio storico-culturale; – equilibrio delle aree a rischio di degrado.

Il bambino “diverso” tra immaginario, società e diritto

Nell’immaginario collettivo la disabilità è associata al dolore, alla sofferenza e alla dipendenza. Il saggio, pertanto, approfondisce la condizione psico-sociale del bambino portatore di handicap, evidenziando come la nascita del “diverso”, rappresenti per la famiglia un evento critico, sia perché abbastanza raro e quindi extra-ordinario, sia perché può costituire una minaccia per la complessa struttura familiare. La maggiore difficoltà da metabolizzare riguarda, in realtà, la frustrazione delle fantasie che accompagnano la nascita di un bambino, con tutto il carico di proiezioni che i genitori fanno sul piccolo nascituro: l’aspettativa di avere un figlio sano, quando non perfetto. Eppure, come documenta l’autore, attraverso le più accreditate ricerche sull’argomento, le persone portatrici di handicap, disvelano quello che è stato definito come il “paradosso della disabilità”: ossia che, spesso, i soggetti portatori di handicap sono più felici della media dei “normali”.
